ROANOKE, Va. (WFXR) – The City of Roanoke is working with the Environmental Quality Resources (EQR) on a $5.6 million contract to construct Virginia’s first-ever in-river whitewater park.
This will bring together the Roanoke River in and around Wasena Park to bring community, connection, and recreation to the river. The park will include a wave feature of kayakers and float rivers, two ADA-compliant entry points, and wading areas for families.

The wave feature will be designed for lessons, and skill building to create lower flows when most rivers aren’t flowing.
“This project will make sports like kayaking more visible and approachable for residents right in the middle of the city,” said Katie Slusher, City of Roanoke Park Project Manager. “It’s designed to be inclusive and accessible, offering everyone a chance to engage with the river, whether they’re honing new paddling skills or enjoying a quiet day by the water.”
The funding is primarily through the American Rescue Plan Act (ARPA) and local support to make the river access safer and more sustainable. Near the bridge in Wasena along the Greenway will be riverbanks that are rock stabilized to prevent erosion to protect native species.
Construction is planned for the Spring of 2025 with completion set for late 2026.
Two of the in-river features are designed for the plan, however remain unfunded as city staff are hoping for additional grants for these sites.
The Whitewater Park is set to be a cornerstone of Roanoke’s commitment to community-focused recreation.
